GET /ppe/confirm?token=xxx - 确认页（手机扫码访问）
POST /ppe/submit - 提交签字（手机端）
POST /ppe/pending - 推送待确认记录（本地程序）
GET /ppe/confirmed - 拉取已确认记录（本地程序）

办公用品（入库人/领用人+验收人签字）：

GET /office/in_confirm?token=xxx - 入库确认页（入库人签字）
GET /office/out_confirm?token=xxx - 出库确认页（领用人+验收人签字）
